Regulations of the Horbowy International Glass Competition

Preamble

The Horbowy International Glass Competition is organised by: the Culture and Art Centre (Ośrodek Kultury i Sztuki) in Wrocław, the Giant Mountains Museum (Muzeum Karkonoskie) in Jelenia Góra and the Eugeniusz Geppert Academy of Art and Design in Wrocław. The aim of the Competition is to support and promote world glass art and design as disciplines of particular importance to the tradition of the Lower Silesian region. The organisers’ choice of the patron of the competition, Professor Zbigniew Horbowy – an outstanding artist and designer, Rector of the Academy of Art and Design in Wrocław for many years – is intended to constitute a bridge between the history and future of this unique field of art. The Horbowy International Glass Competition was conceived by Igor Wójcik and Mariusz Łabiński. Its directors are: on behalf of the Culture and Art Centre – Igor Wójcik; on behalf of the Eugeniusz Geppert Academy of Art and Design in Wrocław – Dr Mariusz Łabiński; on behalf of the Giant Mountains Museum in Jelenia Góra – Julita Zaprucka.

In addition to organising an exhibition of the awarded works and publishing a post-competition catalogue, the organisers, with the support of the Marshal of the Lower Silesian Voivodship, will present the competition winners with the following prizes:

  1. the Lower Silesian Main Prize – PLN 25,000 gross,
  2. the award of the Culture and Art Centre in Wrocław – participation in the Glass Art Workshop and Symposium of the e-Glass Festival,
  3. the award of the Rector of the Academy of Art and Design in Wrocław – provision of a minimum two-week residency at Pilchuck Glass School,
  4. the award of the Giant Mountains Museum in Jelenia Góra – workshops at the Glass Laboratory,
  5. the award of the Museum of Glass in Lviv – participation in the International Blown Glass Symposium in Lviv.

Professor Zbigniew Horbowy (1935–2019)

An outstanding artist, designer, long-time rector of the Academy of Art and Design in Wrocław, reformer of Polish glass.

Born in Łanczyn near Kołomyja in 1935. From 1953 to 1959, he studied at the State Higher School of Fine Arts in Wrocław (now: the Eugeniusz Geppert Academy of Art and Design in Wrocław) under Professor Stanisław Dawski. From 1959, he was cooperated as a designer with the Sudety Glassworks in Szczytna Śląska, then with the Barbara Artistic Glassworks in Polanica Zdrój (from 1975). He initiated the establishment of the “Inco” Artistic Glass Workshop in Wrocław. From 1963, he worked at his alma mater as a teacher, holding the position of its rector from 1999 to 2005. He created numerous utilitarian glass designs, including the highly successful “antico” glass.[1]

§ 1 – General Provisions

  1. These Regulations specify the conditions of participation in the Horbowy International Glass Competition, hereinafter referred to as the Competition. The aim of the Competition is to support and promote world glass art and design as disciplines of special importance to the tradition of Lower Silesia as one of the historically leading glass-making regions in Europe. The organisers of the Competition are: the Culture and Art Centre (Ośrodek Kultury i Sztuki) in Wrocław – Cultural Institution of the Self-Government of the Lower Silesian Voivodship, with its seat in Wrocław, Rynek-Ratusz 24, 50-101 Wrocław; the Giant Mountains Museum (Muzeum Karkonoskie) in Jelenia Góra – Cultural Institution of the Self-Government of the Lower Silesian Voivodship, with its seat in Jelenia Góra, Jana Matejki 28, 58-500 Jelenia Góra; and the Eugeniusz Geppert Academy of Art and Design in Wrocław, with its seat at Plac Polski 3/4, 50-156, Wrocław, hereinafter referred to as the Organisers.
  2. The Competition is open. It is addressed to persons of full legal age, residing in Poland or abroad, who express their willingness to participate by submitting an entry together with the required documentation, hereinafter referred to as Entrants. The Organiser does not require the Entrants to have any specialised education, including artistic education.
  3. The Organiser shall not charge a participation fee for taking part in the Competition.
  4. Participating in the Competition is tantamount to accepting all provisions of these Regulations.
  5. The competition will be held biennially.
  6. The Competition will be conducted in two stages:
    Stage 1: preliminary selection of the submitted entries by the Jury (based on digital reproductions of the works) to select works to be presented in the exhibition;
    Stage 2: selection of prize-winning works (based on the originals of the works presented during the Competition exhibition).
  7. The selection will be made by a Jury appointed by the Organisers, which shall consist of:
    – on behalf of the Culture and the Arts Centre in Wrocław: Igor Wójcik,
    – on behalf of the Culture and the Arts Centre in Wrocław and the Academy of Art and Design in Wrocław: dr Mariusz Łabiński,
    – on behalf of the Giant Mountains Museum in Jelenia Góra: Edyta Patro,
    – on behalf of the Lviv National Academy of Arts: Professor Mykhaylo Bokotey,
    – invited to the Competition Jury by the Academy of Art and Design in Wrocław – Prof. Benjamin Wright of the Pilchuck Glass School,
    – on behalf of the Academy of Fine Arts and Design in Bratislava: Patryk Illo,
    – on behalf of the Technical University of Liberec: Oldřich Plíva (Department of Design at University of Technival University of Liberec).
  8. The winners will be awarded the following prizes:
    – the special Lower Silesian Main Prize – PLN 25,000 gross,
    – the award of the Culture and Art Centre in Wrocław – participation in the Art Glass Workshop and Symposium of the e-Glass Festival,
    – the award of the Rector of the Academy of Art and Design in Wrocław – provision of a minimum two-week residency at Pilchuck Glass School,
    – the award of the Giant Mountains Museum in Jelenia Góra – workshops at the Glass Laboratory,
    – the award of the Museum of Glass in Lviv – participation in the International Blown Glass Symposium in Lviv.
  9. The award ceremony will be held during the Competition exhibition at the Giant Mountains Museum in Jelenia Góra.
  10. The Organisers will prepare an exhibition catalogue. Each Entrant will receive a free copy of the catalogue.
  11. The organisers reserve the right to change their representatives in the Jury of the Competition.

§ 2 – Competition Rules

  1. The Competition is intended to select the best works of glass art from among the submitted entries.
  2. Each Entrant may enter only one work (a single object or a set of objects constituting one work).
  3. The entry shall be an original work made of glass as the main material, irrespective of the technique, type or intended use of the work.
  4. The weight of the entered work must not exceed 50 kg and dimensions: 50 x 50 x 120 cm. Transport, retransport of works exceeding the weight of 50kg or the dimensions indicated above shall be borne by the Competition Entrant.
  5. The entered work must be stable enough to be presented on the floor, platform or wall. The Organisers reserve the right to reject works that cannot be displayed for technical reasons.
  6. If the installation of the entered work requires special accessories (e.g. lighting, projector, etc.), the Entrant is obliged to provide these.
  7. A work that has previously been entered in another competition shall not be considered.
  8. Only works created between 2017 and 2022 may be entered in the Competition.
  9. By entering the Competition and accepting the Regulations, the Entrant declares that he/she owns all personal and economic copyrights to the Competition work and that the Competition work does not in any way infringe on the provisions of the law or any rights of third parties.
  10. The Organisers reserve the right to refuse to accept a work entered in the Competition, particularly if the entered work could be regarded as violating mandatory provisions of Polish law.
  11. In the event of receiving the cash prize, the Entrant undertakes to provide the relevant details in the form of a written statement in order to enable the payment of the prize.
  12. The Organisers reserve the right to not conclude the Competition.

§ 3 – Stage 1 of the Competition

  1. The Entrant’s application to enter the Competition shall consist of sending an electronic application with documents to horbowy@okis.pl.
  2. The application shall include:
    a) The Entrant’s contact details,
    b) title, year of creation, technique of execution, dimensions of the work,
    c) the estimated value of the work (in PLN),
    d) no more than two photographs of the work, saved in .tiff, .jpg or .png formats (the shorter side at least 1200 pixels, maximum file size up to 2 MB), titled in the following way: First letter of first name Surname_WorkTitle_PhotoNumber (e.g. JSmith_Title_1) together with a printable version (saved in .tiff, .jpg or .png format, resolution 300 dpi, CMYK + RGB, min. 1063×1512 px, maximum file size up to 2 MB),
    e) the Entrant’s CV (max. 1,500 characters with spaces) with an attached portrait photograph (saved in .tiff or .png formats, 300 dpi resolution, CMYK + RGB, min. 1063×1512 px, maximum file size up to 2 MB),
    f) a scan of a personally signed Declaration according to the template (Appendix no. 1 to the Regulations) granting the Organisers a non-exclusive, gratuitous licence (including the right to grant a sublicence), without territorial restrictions and for an indefinite period of time, to use the photographic reproductions of the work as well as the Entrant’s CV with the attached portrait photograph and the Competition work (should it qualify for Stage II of the Competition) for purposes connected with the organisation and promotion of the Competition, production of the post-Competition exhibition, as well as for documentary and educational purposes, in the following fields of exploitation:
    – within the scope of fixation and reproduction: production of an unlimited number of copies by any technique, including printing, reprography, audiovisual and magnetic recording, digital technique,
    – within the scope of dissemination in a manner other than as specified above: public performance, exhibition, presentation, communication, broadcasting and re-broadcasting, as well as making the work available to the public in a manner allowing every person to have access to the work in a place and at a time of their own choice.
  3. The application form and sample documents will be available on the Competition website www.horbowy.okis.pl.
  4. The application with the required documentation shall be sent to horbowy@okis.pl by 30 September 2022.
  5. The Jury shall make a preliminary evaluation of the entries and select works for the second stage of the Competition by 15 December 2022.
  6. Information on qualification for the second stage of the Competition shall be posted on the Organisers’ website and social media by 15 January 2023.

§ 4 – Stage 2 of the Competition

  1. The Entrant is obliged to deliver the original work selected for the second stage of the Competition at his/her own expense to the Giant Mountains Museum in Jelenia Góra by the date specified by the Organisers in the information published on the Competition website and in the Organisers’ social media.
  2. The costs of delivering the work and insuring its transport to the Giant Mountains Museum in Jelenia Góra shall be borne by the Entrant. The work should be secured in appropriate packaging. The Organisers shall not be held responsible for any damage caused during transport.
  3. The delivered work shall be equipped with the necessary elements and instructions to enable its assembly and display.
  4. The delivered work shall be described on the packaging by placing the Entrant’s name and surname and the title of the work as indicated in the Competition application.
  5. If the appearance of the original work does not correspond to the photographs of the work included in the application, the Jury shall not take it into account in the selection of the prize-winning works. The work will be sent back to the Entrant at the Entrant’s expense.
  6. In the second stage of the Competition, the Jury shall select the prize-winning entries. The Jury shall deliberate in secret.
  7. The decisions of the Jury are final.
  8. The deliberations shall be summarised in the form of minutes together with a justification of the decision.
  9. In selecting the winners, the Jury shall be guided by the following criteria: originality of the applied solutions, high aesthetic value, creativity, innovation.
  10. The winners shall be selected by a majority vote.
  11. The announcement of the Jury’s decision on the selection of the prize-winning works shall take place on the opening day of the first competition exhibition in 2023. Information about the prize-winning works will also be posted on the Competition website and on the Organisers’ social media.
  12. In order to issue the cash prize specified in § 1(8)of these Regulations, the Organisers will contact the winner within 30 days of the announcement of the results of the Competition in order to agree on how the prize shall be transferred. The cash prize shall be issued only by bank transfer to the bank account number indicated by the winner.
  13. The Competition exhibitions of the works will take place at the seat of the Giant Mountains Museum in Jelenia Góra in July–August 2023 and at the Geppart Gallery at the E. Geppert Academy of Art and Design in Wrocław in September 2023.
  14. The Organisers do not provide for reimbursement of the costs of the Entrant’s arrival and stay at the opening and for the duration of the Competition exhibitions.
  15. The works presented at the exhibitions shall be insured by the Organisers.
  16. The Giant Mountains Museum in Jelenia Góra reserves the right of first purchase of the prize-winning works for 70% of the value of the work indicated by the Entrant in the application. The possible purchase of the work shall take place under separate agreement if the Entrant is willing to sell the work.
  17. The return of the works selected for the second stage of the Competition to the addresses indicated by the Entrants shall take place at the expense of the Giant Mountains Museum in Jelenia Góra.
  18. The return of the works shall take place within two months from the closing date of the last Competition exhibition.
  19. The Commissioner of the Competition exhibitions is Dr Mariusz Łabiński, lecturer at the Eugeniusz Geppert Academy of Art and Design in Wrocław.

§ 5 – Personal Data

  1. In order to properly conduct the Competition, the Entrant is obliged to provide his/her personal data (first name, surname, telephone number and e-mail address, and in the case of receiving a cash prize – data necessary to transfer the prize). The provision of the data is voluntary, but it is a prerequisite for the possibility of participation in the Competition and collection of the prize.
  2. By entering the Competition, the Entrant grants the Organisers the right to process his/her personal data for the purpose of holding the Competition.
  3. The Organisers hereby inform that the personal data shall be processed solely for the purpose of the Competition. The controllers of the personal data are the Organisers. The Organisers inform that the Entrant has the right to inspect his/her data at any time, amend them and request their erasure.

  5. The Entrants’ personal data shall be processed solely for the purpose of carrying out the Competition, and in the case of the winners – also for the purpose of issuing the prizes.
  6. The Entrants shall have the right to have personal data concerning him or her rectified, erased and no longer processed, withdraw his or her consent or object to the processing of personal data concerning him or her, and the right to lodge a complaint with the supervisory authority (i.e. President of the Office for Personal Data Protection, ul. Stawki 2, 00-193 Warsaw).
  7. Providing the personal data is voluntary, but necessary to hold the competition. Refusing to provide personal data shall result in the impossibility to enter the Competition.
  8. The data provided by the Entrants shall not be made available to third parties. Only institutions authorised by law may receive the data.
  9. The data provided by the Entrants shall not be subject to profiling.
  10. The personal data controller has no intention to transfer the personal data to a third country or international organisation.
  11. The personal data shall be stored for the time required to use them.

§ 6 – Final Provisions

  1. The Organisers reserve the right to interpret and change the provisions of these Regulations.
  2. The Organisers shall not be held responsible for events preventing the proper conduct of the Competition that could not have been foreseen or prevented, in particular fortuitous events including force majeure.
  3. All potential disputes connected with the organisation, course and conclusion of the Competition, including those concerning prizes, shall be considered and settled by the competent common court in Wrocław.
  4. In matters not regulated herein, the provisions of the Civil Code shall apply.
  5. The Entrants undertake to maintain indefinitely the confidentiality of all information obtained in connection with the Competition.

Appendix no. 1 – Declaration
